(Citation Needed) – SYNOPSIS: Commander Samuel Francis, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director, Weapons Systems on the staff of Commander Submarine Development Group TWO, from August 1964 to August 1965, for his contributions to a major breakthrough in improving the sonar system performance of the SSN-594 class submarines.
