The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Chief Electronics Technician Philemon D. Brown, United States Navy, for heroic action in the rescue of five children from a burning home in Round Lake Beach, Illinois, in May 1965. Hearing a cry for help from the house next door, Chief Brown rushed to the scene and succeeded in pulling two children through a transom-type window to safety. Told that a baby was still in the house, he broke a window and entered, but was driven back outside by the dense smoke. Chief Brown re-entered from the other side of the house and worked his way into a bedroom, where he found three small children. He made two trips through the smoke-filled house to carry all the children to safety. His actions were directly responsible for saving the lives of the five children.
