Hines, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Technical Director of the Navy Surface Missile Systems Project from March 1963 to May 1965. Rear Admiral Hines materially contributed to naval weapons superiority and in aerospace fields.
