(Citation Needed) – SYNOPSIS: Captain John H. Cotten, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Special Studies Division, Policy Planning Staff, International Security Affairs Office, and as Deputy and senior officer in that division, by his contributions in political-military matters, ranging from handling the Berlin crises to technical studies on command and on the subject of control of international nuclear forces.
