Baumberger, United States Navy, was awarded a Gold Star in lieu of a Second Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from May 1965 to March 1967 as Commander Cruiser-Destroyer Force, U.S. Pacific Fleet.

The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Commander Walter Harlen Baumberger, United States Navy, for heroism in action against the enemy as Commanding Officer of the U.S.S. ENGLISH (DD-696) in waters off Okinawa on 11 May 1945. He skillfully and courageously brought his ship alongside a stricken carrier which had great fires raging on board. His initiative and acceptance of grave responsibility enabled his ship to render effective aid in controlling the carrier’s fires and rescuing trapped and injured personnel. His actions were at all times in keeping with the highest traditions of the United States Naval Service.

His singularly distinctive accomplishments and his dedicated contributions in the service of his country reflect the highest credit upon himself and were in keeping with the highest traditions of the United States Naval Service.

Rear Admiral Baumberger directly supervised the development and implementation of the Standard Navy Maintenance and Material Management (3d Marines) System.
