(Citation Needed) – SYNOPSIS: Captain Richard E. Ball, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States by his contributions in establishing and commanding the U.S. Naval Ship Missile Systems Engineering Station, Port Hueneme, California, from February 1963 to July 1965. Captain Ball assumed command of this vitally important activity and developed it into a highly effective operating unit.
