Badger, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States between 5 January 1960 and 30 June 1965, as Assistant Director for Captain Detail, Director, Officer Distribution Division, and Assistant Chief of Naval Personnel for Performance, Bureau of Naval Personnel, in his contributions in the field of personnel policy.
