(Citation Needed) – SYNOPSIS: Captain William A. Arthur, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Bureau of Naval Personnel deputy at the Head, Special Navy Task Force for Surface Missile Systems, from September 1962 to November 1963. Captain Arthur contributed in resolving complex problems in the manning of the new fleet of Surface Missile System ships and in their supporting shore establishment.
