The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Gunner’s Mate Third Class Frank W. Morales, United States Navy, for heroism while serving at Shore Patrol Headquarters, San Diego, California, on 8 April 1965, in response to a request by the San Diego Police Department for Shore Patrol assistance. A gunman had shot and killed one of the employees in a store, and was still in the building engaged in a gunfight with police. After several hours of gunfire, use of tear gas and other police methods had failed to dislodge the gunman from his position, Gunner’s Mate Third Class Morales volunteered to throw concussion grenades into the building. At the risk of his life, Gunner’s Mate Third Class Morales approached the store and hurled a grenade into the first-floor entrance, followed by another grenade into the upstairs portion of the building. After the explosion of the second grenade, police were able to gain access to the second floor and apprehend the gunman. Gunner’s Mate Third Class Morales’ actions in the face of grave personal risk prevented further bloodshed and loss of life.
