The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral (SC) William A. Evans, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Fleet and Service Force Supply Officer, U.S. Atlantic Fleet, from 21 January 1962 to 30 June 1965. During this period, his accomplishments in the fields of supply and fiscal management and air and sea transportation enhanced the material readiness of the Fleet, resulted in incalculable savings to the government and have been the foundations of forward-looking supply management and operating procedures.
