    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Admiral Alfred Gustave Ward, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Deputy Chief of Naval Operations (Plans and Policy) from August 1963 to July 1964 and as Deputy Chief of Naval Operations (Fleet Operations and Readiness) from July 1964 to March 19065. Admiral Ward participated directly in the formulation of strategic concepts and plans for the defense of the United States, and in the establishment of security policy designed to strengthen and preserve peace throughout the world. He also made major contributions to the preparation of basing agreement negotiations for POLARIS submarines at Holy Loch, Scotland, and Rota, Spain.

    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal to Admiral Alfred Gustave Ward, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as the United States Representative to the NATO Military Committee in Permanent Session in Washington, D.C., and upon its relocation in Brussels, Belgium, from Mary 1965 to June 1968. Admiral Ward provided invaluable contributions to United States objectives in NATO military matters and to the fruitful work of the Military Committee and the Major NATO Commanders.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Vice Admiral Alfred Gustave Ward, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander U.S. SECOND Fleet, from 20 October 1962 to 2 August 1963. Assuming command of the SECOND Fleet within two days of the promulgation of the Cuban quarantine order, Vice Admiral Ward swiftly completed molding the ships, aircraft, and personnel of this command into a powerful instrument of national policy in the quarantine area. His forces prevented an untoward occurrences, and were instrumental in preventing any further escalation of the rapidly developing crisis. Throughout his tenure as Commander U.S. SECOND Fleet, Vice Admiral Ward maintained a high state of readiness and effectiveness in his area of responsibility.
