    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral (SC) Charles A. Blick, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Executive Director, Procurement and Production, Headquarters, Defense Supply Agency, from 18 January 1962 to 26 March 1965. Through his direction, policies and procedures were developed for the management and execution of the Defense Supply Agency’s procurement and production functions involving a vast procurement buying program. He achieved the most advanced methods and techniques compatible with the Agency’s requirements, resulting in substantial economy and effectiveness in the conduct of the procurement mission.
