The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Leopold Weidlein, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as a member of the Strategic Plans and Policy Directorate, Organization of the Joint Chiefs of Staff, from June 1963 to November 1964. He performed a leading role in a comprehensive study for the Joint Chiefs of Staff on Army/Air Force use of aerial vehicles and in the development of concepts and evaluations of air support and Army tactical mobility. His examination of “show-of-force” influences and graduated application of military power added materially to Joint Staff procedures in considering alternative courses of coordinated action at the national level.
