    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Walter J. Amoss, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the Officer charged with the responsibility for developing plans and procedures for the demobilization of naval personnel. Owing largely to the breadth of his vision and his ability to inspire others with the same high standard of performance he has made it possible for the Navy to begin its general demobilization several months ahead of the expected time with a complete plans and procedures. In recognizing this performance, the Navy also takes note of the appreciation voiced by ranking officers of the War Department, U.S. Marine Corps and U.S. Coast Guard for the expert guidance and cooperation which Commander Amoss displayed in connection with problems common to the three Services in questions of national importance.
