    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander William Bronley Ammon, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 3 September 1939 to 1 March 1941. Commander Ammon was attached to the staff of the U.S. Naval AttachŽ, London, England, as Assistant U.S. Naval AttachŽ. Commander Ammon was well versed in all matters relative to naval communications and its related apparatus. In addition to communication duties he was also assigned as liaison officer to the British Admiralty. This officer with exceptional skill and professional ability through contacts with officer of the Royal Navy obtained excellent information relative to the new communication procedures and new technical developments in the field of naval communications. In order to carry out his mission it was often times necessary that he embark and cruise in vessels of the Royal Navy, the British Isles then being in a state of war. The information obtained by this officer through his excellent cooperative liaison with foreign officers was of great value to the United States. Commander Ammon’s outstanding devotion to duty, loyalty and perseverance were in keeping with the highest traditions of the United States Naval Service.
