The President of the United States of America takes pleasure in presenting the Legion of Merit to Boatswain’s Mate Second Class Fred V. Alvis, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Coxswain of a landing boat of the U.S.S. CHARLES CARROLL (APA-28) during the assault on and occupation of French Morocco from 8 November 1942 to 11 November 1942. During this entire period Boatswain’s Mate Second Class Alvis displayed untiring effort and outstanding devotion to duty in carrying troops, equipment, and supplies to the beach. He demonstrated excellent seamanship and keen judgment in making a number of successful landings through a heavy surf, under hostile fire, in order to land these troops and supplies. The devotion to duty and skill displayed by Boatswain’s Mate Second Class Alvis during this period reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
