    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Frank R. Alvis (NSN: 0-98295), United States Navy, for gallantry and intrepidity in action in the performance of his duties in the U.S.S. SPADEFISH (SS-411) during the FIRST War Patrol of that Submarine in the Pacific Area from 23 July to 24 September 1944. His exceptional skill contributed much to the success of his Commanding Officer in conducting attacks which resulted in sinking enemy ships totaling approximately 40,000 tons, and damaging enemy ships, totaling nearly 15,000 tons. His efficiency was of appreciable value. His conduct throughout was an inspiration to the officers and men in his ship and were in keeping with the highest traditions of the United States Naval Service.
