The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Malcolm C. Friedman, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. Assuming duties of great responsibility as the first Commanding Officer of Headquarters Support Activity, Saigon, at a time when speed was a vital factor, Captain Friedman quickly organized and established full scale logistic support operations to growing numbers of U.S. military personnel moving into the Republic of Vietnam in 1962 and 1963. With brilliant leadership and organization, Captain Friedman rendered valuable and distinguished service and contributed greatly to the success of the U.S. military assistance program to the Republic of Vietnam.
