    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Vice Admiral Charles B. Martell, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Director of Defense Research and Engineering (Administration and Management) from 9 March 1961 to 19 July 1963. Responsible for all administration, management, and planning phases of research and engineering programs for the Secretary of Defense, and acting as the cognizant Deputy for the Defense Science Board, he made a distinctive contribution toward improving the efficiency and effectiveness of the Office of Director of Defense Research and Engineering.
