Rosso, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during the period June 1958 to June 1963 while serving as Chief of Chaplains, U.S. Navy. Rear Admiral Rosso has been eminently successful in administering the complex affairs of the Chaplain Corps throughout this period, maintaining excellent relations not only within the Navy but with the public and civilian clergy as well.
