    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral William A. Dolan, Jr., United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Puget Sound Naval Shipyard, and Industrial Manager, THIRTEENTH Naval District, from June 1960 to June 1962. Rear Admiral Dolan brought the activities under his command to a high state of efficiency, resulting in the handling of a greater workload with increased economy. Through his keen foresight and sound judgment, he has been responsible for the building of ships of the highest quality, which have been delivered ahead of schedule at costs below estimates. In the establishment of the Nuclear Power Division, he saved the government over one million dollars by consolidation of space. By his dynamic leadership, analytical skill, and diplomacy, he has contributed immeasurably to the effective support and material readiness of the Operating Forces and the Reserve Fleets.
