The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Leroy V. Honsinger, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Mare Island Naval Shipyard, from June 1959 to April 1962. Under Rear Admiral Honsinger’s excellent leadership and guidance, the Mare Island Naval Shipyard achieved an outstanding record of production in the building, conversion and repair of all types of naval vessels, and contributed in large measure to the advancement of the POLARIS program. Exercising a high degree of professional competence, personal integrity and diplomatic skill, Rear Admiral Honsinger demonstrated the highest concept of efficiency in management.
