The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander John R. Baylis, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from October 1957 to June 1959 as Assistant Design Superintendent, Portsmouth Naval Shipyard. During this period, Commander Baylis made important contributions in the field of submarine design and development, particularly in the development of specifications. His contributions have resulted in significant improvements in submarine capabilities. His leadership, professional skill, and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
