    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant, Junior Grade William R. Sutherland, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 1 October 1959 to 1 February 1960, while serving on board Air Anti-submarine Squadron TWENTY-SEVEN. Upon becoming aware of the problems involved in training pilots and aircrewmen in a certain antisubmarine-warfare technique, Lieutenant, Junior Grade, Sutherland, as Assistant Aviation Electronics Officer, designed and built a training device which materially reduces the time required to train pilots and aircrewmen in that technique, and which enabled them to maintain their proficiency, once acquired. By his outstanding technical ability, initiative, and resourcefulness, he has greatly aided in enhancing the readiness of fleet-air antisubmarine-warfare units.
