The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Frank W. Allcorn, III (NSN: 0-107039), United States Navy, for gallantry and intrepidity in combat. During three extensive war patrols in enemy waters and despite determined enemy opposition he courageously and skillfully performed his duties as Torpedo Data Computer Operator of the Submarine U.S.S. FINBACK (SS-230), and thus assisted in the sinking of an important amount of Japanese shipping. His excellent judgment and coolness under fire contributed in a large measure to the success of the ship. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Lieutenant Frank W. Allcorn, III (NSN: 0-107039), United States Navy, for gallantry and intrepidity in action in the performance of his duties as Torpedo Data Computer Operator and Torpedo Operator in the Submarine U.S.S. PARCH (SS-384), during that vessels First War Patrol, from 29 March 1944 to 23 May 1944. His rapid and accurate fire control solutions and perfect direction of the torpedo firing under difficult and rapidly changing conditions contributed directly to the very high percentage of torpedo hits and his vessel’s success in sinking four enemy ships totaling 30,400 tons. His efficiency and coolness during enemy counter-measures greatly assisted his ship in conducting successful evasive tactics. His conduct throughout was an inspiration to the officers and men in his ship, and was in keeping with the highest traditions of the United States Naval Service.
