    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Charles W. Tibbs (ASN: 6547912), United States Army, for heroism, not involving actual conflict with an enemy, displayed while serving with Headquarters and Military Police Company, 3d Infantry Division, in rescuing a boy from drowning in American Lake, Fort Lewis, Washington, on 21 July 1936. While changing seats in a rowboat a boy fell overboard, his foot becoming entangled with a coil of the anchor rope, dragging the anchor with him. Private Tibbs, who was also in a rowboat about 100 yards distant, seeing the boy fall overboard, immediately rowed to the spot where the boy went down, plunged into the water and, with much difficulty, succeeded in bringing him to the surface where he was assisted into the boat.
