The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Medical Corps) Samuel R. Taggart, United States Army, for heroism at the risk of life not involving conflict with an armed enemy displayed in rescuing a man from drowning at Virginia Beach, Virginia, on 5 July 1935. Upon seeing a man struggling in the water about 150 yards from the shore and in grave danger from drowning by being rapidly carried out to sea by the strong current, Captain Taggart, with utter disregard of his own personal danger, swam to the man in distress and, with much difficulty, brought him safely to shore.
