The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private Millard Pugh, United States Army, for heroism, not involving actual conflict with an enemy, displayed while serving with Medical Detachment, 32d Division Special Troops, Michigan National Guard, in rescuing Private Thomas Pobanz, Medical Detachment, 32d Division Special Troops, Michigan National Guard, from drowning in Higgins Lake, Michigan, 14 July 1932. While riding his horse into the lake to water, Private Pobanz was thrown from the horse and, being unable to swim, became unconscious struggling in the water and sank to the bottom of the lake. With utter disregard of his own danger, Private Pugh voluntarily swam out from the shore of the lake and brought the unconscious man to the surface where he was placed in a boat and later resuscitated.
