War Department, General Orders No. 1 (1937)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Staff Sergeant Joseph G. Moran (ASN: 6777354), United States Army Air Corps, for heroism, not involving actual conflict with an enemy, displayed while serving with Headquarters and Headquarters Squadron, General Headquarters Air Force, displayed at New York, New York on 9 September 1935. Seeing an unknown man fall or jump into the East River from the Thirtieth Street Pier, Sergeant Moran, with utter disregard of personal danger fearlessly dived from the airplane which was beached about a city block distant, swam to his assistance and, with much difficulty and danger to himself, succeeded in keeping him afloat until sufficient help arrived to bring him safely to shore.
