Lieutenant (CEC) Roy Del Gilbert (NSN: 0-82070), United States Navy, was captured by the Japanese after the fall of the Philippine Islands, in 1942, and was held as a Prisoner of War until his death in captivity at Cabanatuan Prison Camp on or about 29 September 1942.

    The President of the United States of America takes pride in presenting the Legion of Merit (Posthumously) to Lieutenant (CEC) Roy Del Gilbert (NSN: 0-82070), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 5 November 1941 to 11 March 1942, in the defense of Bataan, Philippine Islands. Working tirelessly with the primitive construction equipment available, Lieutenant Gilbert succeeded in building up the section base at Mariveles and in keeping in operation installations in the rear areas despite repeated destruction by the enemy.
