    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Sergeant Warren L. McKinney, United States Army, for heroism, not involving actual conflict with an enemy, displayed while serving with Troop B, 104th Cavalry Regiment, Pennsylvania National Guard, displayed in rescuing Private First Class Jerre B. Waite from drowning in Little Juniata River, near Tyrone Pennsylvania on 9 April 1933. While his troop was fording a river during a patrol problem, Private Waite’s horse became unmanageable, threw him into the river, and kicked him in the head rendering him unconscious. Private Waite was in grave danger of being drowned when Sergeant McKinney and another soldier, both fully clothed, plunged into the water, and with great difficulty rescued Private Waite and brought him to shore where artificial respiration was applied and thereby saved his life.
