    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Cecil Clinton Adell (NSN: 0-51434), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander San Diego Shakedown Group of the Fleet Operational Training Command, Pacific, from 10 May 1944 to 1 September 1945. Under his direction and as a result of his energy, initiative, foresight, and zeal, highly efficient methods and procedures were developed to process vessels through courses of underway training designed to mold inexperienced crews into efficient ship’s companies capable of operating and fighting their ships. The successful training of over 182,000 officers and men to operate and fight more than 400 ships reflects the excellence of the training methods developed by Captain Adell. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
