The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit (Army Award) to Captain Bruce Byron Adell (NSN: 0-57433), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of the Navy Division, Strategic Plans and Operations Group, General Headquarters, Far East Command, during the period 25 June to 2 November 1950. Following the outbreak of hostilities in Korea, emergency conditions imposed upon General Headquarters dictated immediate acceleration of planning for operations against the enemy. In order to assist in centralized control of joint operations, a special naval group from Joint Strategic Plans and Operations Group was temporarily attached to G-3 Operations Division, General Headquarters, Far East Command. Captain Adell, as senior naval officer of this group, ably assisted the Assistant Chief of Staff, G-3, by providing accurate data and advice for formulation of major decisions concerning effective allocation and use of naval forces for the early evacuation of non-combatant personnel from Seoul and initial operations in Korea. In addition to these vitally important duties with G-3, Captain Adell concomitantly served in the capacity of Chief, Navy Division, Joint Strategic Plans and Operations Group, manifesting rare organizational ability, sagacity and remarkable prescience in the formulation of basic strategic, operational and logistic plans for employment of Far East Naval Forces. Further, he monitored the Navy element of the plans for protection of Formosa and through his professional skill as a submarine officer, contributed technical advice on the theater reconnaissance plans and the conduct of subsequent submarine raider operations along the Korean coast. By frequent visits to Korea for consultation on contemplated operations, he kept fully apprized of the changing situation, and as a result of his outstanding resourcefulness, tenacious devotion to duty and sound judgment in the constant application of comprehensive knowledge, he immeasurably aided in the establishment of strategic concepts for planning vital naval operations throughout the entire campaign. His extraordinary achievement reflects great credit on himself and uphold the highest traditions of the Military Service.
