Orrin Grover graduated from the U.S. Military Academy at West Point, Class of 1927. After serving in the Army Air Forces in World War II, he transferred to the U.S. Air Force when it became a separate branch of service in 1947. He retired in 1957 as a U.S. Air Force Brigadier General.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Air Service) Orrin Leigh Grover, United States Army Air Forces, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility in the Philippine Islands from 8 December 1941 to 11 March 1942. As commander of the 24th Pursuit Group, Colonel Glover effectively directed the operations of the squadrons of his command during the initial phases of the campaign, in opposing attacks by greatly superior numbers of enemy aircraft, in delivering attacks against hostile landing operations, and in performing important reconnaissance missions. After the occupation of the defensive position on the Bataan Peninsula, he continued to operate to best advantage against overwhelming enemy superiority the few remaining aircraft of his command. When many elements of the group were employed as infantry in front line and beach defense sectors, he repeatedly visited the widely separated units, over routes subjected to hostile air attack and the activities of enemy snipers, in an effort to better the situation of members of the command and to maintain its high morale. His efficiency and energy led to his selection to command the V Interceptor Command, which then comprised all Air Corps units in the theater, when its former commander was transferred to another command. The singularly distinctive accomplishments of Colonel Grover and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces.
