    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Warren E. Fuller, United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty. Captain Fuller distinguished himself by exceptionally valorous actions on 22 December 1972, while serving as Aircraft Commander of the 138th Aviation Company, during a classified mission in Military Region 1, Republic of Vietnam. When alerted by an emergency radio call from an Air Force reconnaissance aircraft that was near his area of operation, Captain Fuller immediately established radio contact with the pilot of the stricken plane and informed him that he would offer whatever assistance was necessary. Using other available radios, Captain Fuller established contact with the appropriate ground commander. When flight control of the stricken Air Force reconnaissance plane could no longer be made, Captain Fuller descended to an extremely hazardous lower altitude to observe and follow the descent of the parachute of the two crew members. During this maneuvering, Captain Fuller’s aircraft came under heavy small arms fire and no less than three heat seeking missiles. Captain Fuller skillfully flew his aircraft and was able to direct rescue helicopters to the parachuted crew members. Through his courage and sound judgment, one of the crew members was successfully rescued. Captain Fuller’s outstanding flying ability and devotion to duty was in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
