The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pride in presenting the Soldier’s Medal (Posthumously) to First Lieutenant Jonathan C. Foltz, Jr., United States Army, for heroism at the risk of life not involving conflict with an armed enemy in attempting to rescue a man from drowning during the flood in Wellsboro, Pennsylvania, on the night of August 26 – 27, 1937. A cloudburst caused the stream running through Wellsboro to overflow its banks. Hearing cries that a man had been washed into the creek, Lieutenant Foltz, believing the man to be a Civilian Conservation Corps enrollee, with utter disregard of his own safety, plunged into the raging waters and reached the man he was attempting to rescue. Although Lieutenant Foltz did not effect the rescue of the party in distress, his brave attempt in the rough waters in the darkness of night characterizes it as an act of heroism. In the performance of this act, Lieutenant Foltz lost his life.
