    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Sergeant James W. Flinn, United States Army, for heroism, not involving actual conflict with an enemy, displayed while serving with Headquarters Company, 179th Infantry Regiment, Oklahoma National Guard, at Walnut Grove, Oklahoma City, Oklahoma, 3 June 1932. During a violent cloudburst the North Canadian River overflowed, endangering lives and property. Sergeant Finn, with utter disregard of his own personal safety, repeatedly crossed a raging channel, and succeeded in rescuing several persons who were isolated and in danger from the flood waters.
