The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain (Retired) Arthur Stanton Adams (NSN: 0-34736), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while performing highly responsible duties in the Bureau of Naval Personnel from 1 November 1942 to 1 November 1945. As Officer-in-Charge of the Curriculum Section, Officer-in-Charge of the College Training Section, Director of the Field Administration Division, and Special Assistant to the Director of Training, he displayed extraordinary foresight, initiative, tact, and tenacity of purpose, consistently advocating and ably administering policies and procedures which insured cordial and effective cooperation between the Navy Department and American colleges. He was a central figure in the planning and administering the Navy V-12 program, under which more than 150,000 officer candidates were enrolled in colleges and universities and more than 50,000 were qualified for commissions during the War, and he played a leading part in shaping the course of the post-war Naval Reserve Officers Training Corps. By establishing mutual confidence between the Navy and the colleges, he not only made a distinguished contribution to the greatest war-time training program ever undertaken by the Navy Department, but he also laid the solid foundation for a peacetime officer training program which will uphold the highest traditions of the Naval Service for many years to come.
