    The President of the United States of America takes pleasure in presenting the Silver Star to Commander Wynn Franklin Foster, United States Navy, for conspicuous gallantry and intrepidity in aerial flight as a jet pilot commanding Attack Squadron ONE HUNDRED SIXTY-THREE (VF-163), embarked in U.S.S. ORISKANY (CVA 34) on 23 July 1966. Commander FOSTER, as flight leader of a two plane strike element was severely wounded when his A4 attack airplane received a direct hit in the cockpit from an anti-aircraft shell. Despite being painfully wounded, with his right arm nearly severed and rendered useless, he continued to lead and direct his flight in evasive maneuvering to avoid further damage or casualties. Having maneuvered his airplane skillfully with the use of only one hand, he correctly deduced that his only chance for survival was to receive medical aid immediately. Proceeding toward the search and rescue destroyer he continued to fly the airplane in a skillful manner while calmly giving his wingman advice as to SAR procedures to be followed. Penetrating a middle cloud layer, Commander Foster ejected near the destroyer, then, barely conscious, assisted in his own rescue by directing pickup and advising on first aid procedures. Commander Foster’s heroic action was in keeping with the highest traditions of the United States Naval Service.
