    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Nels C. Johnson, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Strategic Plans and Policy Division, Plans and Policy Directorate (J-5), Joint Chiefs of Staff from July 1963 to May 1966. Responsible for developing and coordinating the basic planning document of the Joint Chiefs of Staff during a period of rapid change, Rear Admiral Johnson was successful in carrying out his responsibilities, making significant contributions toward improving United States military strategy and force posture. His initiative and vision have enhanced long-range plans and the development of new concepts affecting future force levels and weapons systems.
