Howard, United States Navy, was awarded the Distinguished Flying Cross for extraordinary achievement while participating in aerial flight while serving with Fighter Squadron TWENTY-THREE (VF-23), embarked in U.S.S. ESSEX (CV-9), in action against enemy aggressor forces in Korea on 20 December 1952.
