Under the provisions of Executive Order 11545, July 9, 1970, the Secretary of Defense of the United States of America take pleasure in awarding the Defense Distinguished Service Medal to Brigadier General James Burr Davis, United States Air Force, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States. General Davis distinguished himself as Director, Personnel Programs, Deputy Chief of Staff, Manpower and Personnel, Headquarters United States Air Force, Washington, District of Columbia, from 15 September 1982 to 14 September 1984. In this highly responsible position, General Davis’ exceptional leadership, exemplary foresight, innovative management, and comprehensive professional knowledge enabled him to make important improvements in Air Force personnel programs. His outstanding efforts also contributed significantly to Air Force management, improved force readiness and sustainability. The distinctive accomplishments of Brigadier General Davis reflect great credit upon himself, the United States Air Force, and the Department of Defense.
