The Secretary of Defense of the United States of America takes pleasure in presenting the Defense Distinguished Service Medal to Major General James E. Dalton, United States Air Force, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States, as Deputy Director, Plans and Policy Directorate, Organization of the Joint Chiefs of Staff, from June 1977 through June 1980. The dedication and extraordinary skill he exhibited throughout his tenure–a period marked by extreme international turbulence and great stress on the Armed Forces of the United States–were exemplary. His devotion to the organization and commitment to excellence were a source of inspiration to all who served with him. Major General Dalton’s distinctive accomplishments reflect great credit upon himself, the United States Air Force, and the Department of Defense.
