Kelly, United States Navy, was awarded a Gold Star in lieu of a Second Award of the Distinguished Flying Cross for extraordinary achievement while participating in aerial flight while serving with Fighter Squadron SEVEN HUNDRED EIGHTY-THREE (VF-783), in action against enemy aggressor forces in Korea on 20 September 1951.
