The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private James A. Campbell (ASN: 6531914), United States Army Air Corps, for heroism at the risk of life not involving conflict with an armed enemy, while serving with Base Headquarters and 4th Air Base Squadron, GHQ Air Force, in rescuing civilians from drowning during a flood at Riverside, California, on the night of 2 March 1938. When deep, swirling, debris-filled flood waters covering a highway obliterated the road bed, thus blocking further progress of the truck in which he was riding. Private Campbell with utter disregard of his personal safety plunged into the water and, despite the intense darkness and the danger of being swept away by the swift current, preceded the truck to define the edge of the highway and thus enabled the rescue party in the truck to reach many civilians who were marooned and in danger of drowning, thereby saving their lives. The courage and initiative displayed by Private Campbell on this occasion reflect great credit upon himself and the military service.
