    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private Robert W. Burgner, United States Army, for heroism at the risk of life not involving conflict with an armed enemy, while serving with Troop B, 109th Cavalry, Tennessee National Guard, on 8 August, 1938, in rescuing an enlisted man from drowning in the waters of Red Creek, De Soto National Forest, near Wiggins, Mississippi. On hearing cries for help from an enlisted man who had been thrown from his horse into deep water while fording Red Creek, Private Burgner, without regard for his personal safety, immediately went to the rescue and dived twice in the deep water before he was able to bring to the surface the drowning, struggling man who could not swim. By this time Private Burgner, who was almost exhausted, was forced momentarily to release his grasp on the helpless man. Another soldier, realizing that Private Burgner would be unable to effect the rescue alone, went to his assistance and aided him in bringing the drowning man safely to shore. The heroism displayed by Private Burgner reflects great credit upon himself and the military service.
