    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander William O. Gallery, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in the Solomon Islands Area, 9 December 1942 to 31 March 1943. While serving as Operations Officer on the staff of a task force commander, Commander Gallery displayed brilliant initiative and executive ability in solving problems incident to the joint air and surface operations, and in planning attacks on enemy bases and shore installations.
