    The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Rear Admiral Frederick C. Stelter, Jr., United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Amphibious Group ONE from March 1957 to May 1958, during which time he led the complex Arctic Re-supply Operation (DEW Line) and as Deputy Chief of Staff, Joint Staff, Commander, U.S. Forces, Japan, from June 1958 to January 1961. His vast knowledge and skill as a negotiator were significant factors in the revisions of the Security Treaty and Administrative Agreement with the government of Japan.

Saint Paul (CA-73) and Commander of numerous Task Elements from 19 March to 2 July 1953. (Captain Stelter is authorized to wear the Combat “V”.)
