(Citation Needed) – SYNOPSIS: Brigadier General Joseph Arthur Bulger, United States Air Force, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States, culminating in 1958. The singularly distinctive accomplishments of General Bulger culminate a long and distinguished career in the service of his country and his dedicated contributions in the Service of his Country reflect the highest credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Lieutenant (Air Corps) Joseph Arthur Bulger, United States Army Air Corps, for heroism at the risk of life not involving conflict with an armed enemy in rescuing a little girl from drowning in Chesapeake Bay, 29 May 1987. When a cabin cruiser, on which Lieutenant Bulger was a guest, was entering the bay, the water became rough, causing a little girl to be thrown overboard by a swinging door that had become unlatched. Seeing her fall, Lieutenant Bulger, fully clothed, immediately plunged into the rough water and kept her afloat until help arrived to bring them to a place of safety.
