Joseph Bulger graduated from the U.S. Military Academy at West Point, Class of 1928. After serving in the Army Air Forces in World War II, he transferred to the U.S. Air Force when it became a separate branch of service in 1947. He retired in 1958 as a U.S. Air Force Brigadier General.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Lieutenant (Air Corps) Joseph Arthur Bulger, United States Army Air Corps, for heroism at the risk of life not involving conflict with an armed enemy in rescuing a little girl from drowning in Chesapeake Bay, 29 May 1987. When a cabin cruiser, on which Lieutenant Bulger was a guest, was entering the bay, the water became rough, causing a little girl to be thrown overboard by a swinging door that had become unlatched. Seeing her fall, Lieutenant Bulger, fully clothed, immediately plunged into the rough water and kept her afloat until help arrived to bring them to a place of safety.
